In the summer, the «Reserve+» app will have a new convenient feature — you can pay a fine for violating the rules of military registration with a 50% discount. And those who are already serving in the army but still have such a fine will be able to pay nothing at all — it will be completely canceled.
This became possible after Volodymyr Zelenskyy signed a new law No. 4316-IX on March 13, 2025. The law changes the rules – it amends the Code of Ukraine on Administrative Offenses regarding the voluntary repayment of fines. Thus, the new law allows voluntary payment of fines quickly and profitably.
How it will work:
- The person liable for military service logs into the «Reserve+» application and submits an application admitting that he or she has indeed violated the law.
- An official resolution on the violation appears in the app.
- A person can immediately pay the fine using the details provided there, and the system will automatically confirm that the decision has been fulfilled.
But there is one «but»: after you file an application and receive a violation notice, you have only 20 days to pay the fine with a 50% discount. If you fail to meet this deadline, you will have to pay the full amount without a discount.
Kateryna Chernogorenko, Deputy Minister of Defense for Digitalization, commented on this innovation:
«It is our duty as a state to help citizens in any matter. Thanks to the law signed by the President, we will make the payment of fines quick and convenient in the Reserve+» app.
The app developers want to do this, that «Reserve+» explains the violation and has better authorization. In addition, the Ministry of Defense plans to carry out a comprehensive reform of the Military Qualification Commission, when the conclusions of medical commissions will automatically fall into «Oberig». At the same time Ukrainians aged 25-60 abroad will be automatically registered with the TCC.
