«Artificial intelligence is the only solution to replace corrupt judges»


After a long information silence, former Cabinet of Ministers Minister Dmytro Dubilet shared with another idea to improve the lives of Ukrainians with the help of information technology. This time, the co-founder of Monobank proposes to improve the judicial system of Ukraine with the help of artificial intelligence.

Dmytro Dubilet believes that judicial reform is one of the most painful topics in Ukraine. Every government has declared its importance, but none has been able to implement an effective reform. The reason is not in laws or procedures, but in the human factor: corrupt, inefficient, demotivated personnel. The judicial system has often been a barrier to investment and development.

According to Dubilet, artificial intelligence technology can offer a radical solution to the problem. It is about introducing AI into the judicial system. This new approach will allow us to stay ahead of the world.

Stages of judicial reform involving AI

Dmytro Dubilet proposes to divide the introduction of AI into the judiciary into several successive stages.

  1. Complete digitalization of the judicial process. Documents, audio recordings, and evidence should be available in electronic form. Currently, the process of digitalization of court cases in Ukraine is already underway.
  2. Training AI on existing materials: from the Constitution and legal framework to bylaws. Later, it will be possible to start forming specializations. Then, you can move on to training on precedents. It is important to constantly update knowledge.
  3. Initially, AI will be used as an assistant for judges, prosecutors, and lawyers. After training, AI will be able to analyze materials, prepare draft decisions, check facts, etc.
  4. Process control. In the future, artificial intelligence will be able to perform more complex tasks such as monitoring compliance with procedures and formalities, detecting bias, and ensuring transparency. This should be a powerful anti-corruption step. And over time, AI will increasingly understand and evaluate court decisions on their merits.
  5. At the final stage, AI will be able not only to supplement but also gradually replace humans. Initially, it may be simple tasks of accepting and verifying documents. Later on, AI will be able to perform more functions in those areas of the judicial system where it is more efficient, objective, and faster

Thanks to its features of not needing sleep, breaks, and vacations, AI will speed up the process of considering cases in courts. It will reduce «congestion» in courts, speed up justice, and create a truly fair system.

«Imagine a world where lawsuits do not drag on for years! This will give an incredible impetus to the development of the economy and the entire society,» says Dmytro Dubilet.

At first, AI will start replacing people in local courts, and then move up to higher levels. At the same time, Dubilet notes that humans will not disappear from the process — they will control AI. Special appeal procedures will also need to be made.

Dmytro Dubilet states that this reform should be implemented as soon as possible.
